Tactical Troopers are soldiers with mechanical maintenance and basic engineering skills. If on base duty they are usually going to be used as flight crews or something. In combat, they are superior to regular SPEAR soldiers in terms of gear and training but have low melee prowess. In the pict, they're equipped with rebreathers for when they fight aboard the sides of a helicopter/ go into areas with bad air.
